Freedom on Two Wheels: New Policy Grants E-Bikes Trail Access in Michigan
Michigan has long been a haven for outdoor enthusiasts, with its vast network of trails offering breathtaking views and diverse terrain. However, for years, electric bike riders faced significant restrictions on where they could ride. Recent e-Bike Trail Policy changes are rewriting the rules, opening up thousands of miles of trails to eBikes and making outdoor recreation more inclusive and accessible than ever.
A Brief History of eBike Restrictions in Michigan
Historically, eBikes were treated with caution in Michigan due to concerns about their motorized nature and potential impact on non-motorized trail users. Before 2017, there was little clarity on where eBikes could be used, leading to inconsistent rules across the state. This changed with the passage of Public Act 138 in 2017, which introduced a clear classification system for eBikes, dividing them into three classes. See our article on Everything you need to know about e-Bike classes for more details.
While this legislation provided a framework, it also imposed restrictions. Class 3 eBikes were generally prohibited from multi-use trails unless local ordinances allowed them, and even Class 1 and 2 eBikes faced limitations on certain natural-surface trails.
What’s Changing Now?
In August 2024, Michigan’s Department of Natural Resources (DNR) approved a landmark Land Use Order expanding eBike access on state-managed trails. Under the new rules:
Class 1 eBikes are now allowed on improved-surface trails, linear trails (paved or gravel/asphalt), and natural-surface non-motorized trails in state parks, recreation areas, and state forest pathways. Class 2 eBikes are permitted on many of the same trails as Class 1, provided they meet local regulations. Class 3 eBikes remain restricted from most non-motorized trails but can be used on roads and pathways where traditional bicycles are allowed.
These changes reflect a growing recognition of eBikes as a sustainable and inclusive mode of transportation, balancing the needs of riders with environmental and safety considerations.
Why this Matters
